This could be due to a faulty or interrupted control of the locking mechanism, or perhaps something has simply jammed. The approach to solving the problem differs depending on the cause.

To determine the specific cause, you need to listen carefully. Does the locking mechanism make a whirring or clicking sound when you try to open the frunk? This would indicate that the frunk's control mechanism is still functioning.
In this case, you can try to release any jams by applying slight pressure to the hood or prying it open with a suitable plastic wedge – ideally, of course, at the moment when a second person is operating the locking mechanism.
But be careful: Use only light force and proceed cautiously with this method. If the frunk doesn't open this way, applying more force will only cause further damage.
